Target decisions for final evaluation.
Caution: this file has the same contents as preliminary.zip. The evaluation procedure used in Basic Track - RSCTC/2010/Eval_RSCTC2010.jar:rsctc2010.EvalDecisions - was responsible for selecting appropriate subset of decisions when calculating the result. This decision was taken based on the filename of the dataset: final.zip or preliminary.zip.
